No, Hell is gained, and Paradise is lost, or something like that. I've had some Idea that I really ought to read the Whole of the Thing myself, but have never gotten to it, for one Reason or another.

Hell isn't gained so much as it is realised as an alternative to the perfect state of existence that could have been maintained had Lucifer not disgraced hsi position and been cast out. A core theme is whether or not Paradise as reflected upon by Milton via his characters is the literal paradise garden of Eden--or for Lucifer, heaven--or the state of perfect union with God.

I can't say I've read the entire thing, but from what experiences I've had people in our modern day seem to like it because of its portrayal of Lucifer as more of an antihero than an outright villain, which is obviously what he is known for. Being essentially a tragic epic, Milton didn't seem to catch as much flack about this at the time of writing because, well, epic poems simply didn't have many--if any--flat characters if they were to be respected by the literary community.
