I'm asking this purely out of curiosity, rather than because it's causing me a problem, but I'm wondering if it's a bug.
I've never used the thread rating feature, but I happened to glance at the "Rate Thread" box in the "Am I wanted here?" thread in the Lobby, because it struck me as an odd thread to have a 5 star rating and I wondered if it indicated who had voted for it. It told me "You have already rated this thread", which I definitely haven't. I then looked at several other threads that had been rated, and all of them told me the same thing (including one thread that I had never even read prior to that point). However, unrated threads give me the option of voting.
It made me wonder whether there's something odd about my situation, or whether there's a bug that only allows one person to rate a thread.
